Students in the Care

The Office for Students in the Care of D.C. (SCDC) works to create a world where every youth and young adult who comes into contact with the child welfare, juvenile justice and criminal justice system in the District of Columbia, receives high quality educational and workforce development services and supports that addresses their needs, builds on their strengths, and empowers them to succeed.

“As Deputy Mayor for Education and Workforce Development, I am excited to see the vision of the Office for Students in the Care of D.C. (SCDC) realized. The SCDC reflects Mayor Muriel Bowser’s long-term commitment to providing support to all of the District’s students, including those furthest from opportunity and who are impacted by the child welfare and justice systems. As we continue to build an education and workforce development system rooted in racial justice and equity, we must be vigilant in our efforts to ensure that the voices and needs of students who are most at risk are being heard and met. I am confident that through the leadership of the SCDC, these students and their families will be provided a Fair Shot with educational and workforce development opportunities to support them on the path to a bright future.”

A Message from LaShunda Hill, SCDC's Inaugural Executive Director

Greetings,

The creation of the Office for Students in the Care of the District of Columbia (SCDC) reflects a commitment from the District of Columbia government to ensure that every student – especially our most vulnerable students – receive the highest quality educational and workforce development services and support that the District has to offer. This commitment to equity and opportunity is at the core of everything that we do. It guides our beliefs, mission and goals.

When students come under the care of the child welfare, juvenile or criminal justice system, it is our responsibility to make sure that their needs are served, and their strengths are nurtured. It is our responsibility to ensure that students have hope, so they feel free to dream and are provided with opportunities that put them on the path to realizing those dreams.

Our metrics for success are built upon an explicit commitment to youth and family voice, racial justice, equity and accountability. We are, above all else, accountable to the children, youth and young adults who come into contact with the child welfare, juvenile or criminal justice systems in the District of Columbia. Students in the care of D.C. deserve our absolute best.

I am humbled and count it an honor to be able to serve the students in our District’s care. I am excited to collaboratively build this incredibly important work.
